Hey,
a room in my home has a cement slab foundation, the baseboard heaters are rusted, and there is some mold in the room by the floor. there isnt any standing water outside. i pulled up some of the carpet, and there is a this foam glued directly to the cement, and the carpet right on top of that. is this installation correct, or should there be a layer of plastic to prevent moisture?

I can honestly say that I have never seen plastic sheeting under carpet. I do not think I would ever do it, just cant think of a reason to do that.
