when I drive the car the dash lights will stay on for about 20 minutes after, that, if I have to tilt down the dash lights will go off...but if I tilt the wheel up, the lights will come back on. What could possibly be the problem.

Sounds like you have a cracked wiring harness in your column. This is very common in vehicles with tilt-wheels. You may consider a trip to your local GM dealership before you have a total meltdown.
