Hello. I'm repainting my house with water paint but it's not holding because it was previously painted with oil paint. What's the quickest way for me to remove the old paint, other than scraping?

You can either buff the surface with a light sanding, or use an oil based primer and paint over it.
Use a sanding pole like one used for drywall work. Just buff the surface lightly to break the seal.

Suggest you remove all of the paint with PEEL AWAY I which will do it one application
