We would like to smooth the baseboards so that the drips and multiple layers of paint resulting from 55+ years of repainting currently on them are smooth enough to put another layer on. We're not completely opposed to stripping them if that is an option (we have oak floors that were just refinished) but would prefer an easier solution. Any ideas?

You can sand the bumps and runs with 100 grit paper. This should set up the smoothness for priming and painting.
