I have a room with an extremely high wall with the opposite wall being shorter - the ceiling is slanted upwards towards the high wall. I know to make the room cozier, I can paint the walls and ceiling a mid to darker color. I'm also thinking about installing a chair rail and painting below that a darker color than the walls.
My question is: should I paint the ceiling a darker color than the walls AND paint below the chair rail the same darker color? or should I do one OR the other?

that's a great question. if you really want to use a chair rail, i would paint the ceiling the same as the walls, and a darker color below the chair rail. by painting the ceiling the same as the walls, you are removing the line of contrast that would normally draw attention to the ceiling, and placing the contrast (ie focus) toward the bottom of the room.
by doing the ceiling and below chair rail the same darker color, and the walls lighter, you'd be creating an "oreo cookie" effect, and you don't want that.
that said, i personally wouldn't do either of the above. you've got a great architectural feature there, and i think you should play it up. i'd paint the walls a mid-to-light color and paint the ceiling a few shades lighter (if not white). the wall color (along with great furnishings arranged well) will cozy up the space, but the lighter ceiling and line of contrast will play up the interesting roof line, which i'm sure the architect would appreciate!

I would nix the chair rail. The room has strong lines with the taller wall and the sloped ceiling. Adding a horizontal line may detract. I would go with darker walls & ceiling a shade or two lighter. Study paint chips. It's been my experience when I found a chip I liked, that when I bought the chip that was one shade lighter that I was successful. You might want to get some sample quarts and paint some patches on walls so you can study them under different lighting. Depending on what time of the day you spend most of your time in that room, how the paint looks under natural or artificial lighting may be helpful in making your paint color selection. Darker colors tend to make spaces appear to look smaller and cozier. You will have to select a color that will work well with upholstery, flooring covering, and accessories.
