Hello Annette,
I was re-painting my hallway with a combination of ceiling paint (to use as a hiding coat), followed by a coat of new paint made by Pratt&Lambert tha I purchased from a locally owned hardware store. After the new paint was on the wall about one hour I noticed large "blisters" forming on one of the walls. When I took a putty knife to the blisters, the paint began to come off in large sheets that appear to be wallpaper. The old paint covering the wall didn;t reveal wallpaper, so I was pretty surprised! Also, I didn't use the ceiling paint as a primer in order to cut costs, I used it because old paint is hard to dispose of and I thought this might be a good use for it. Now that I have removed most of this loose material, what do you recommend? I am thinking about using a product called "Zinsser 1-2-3". By the way, I believe I have plaster walls in my 60 year old house.

Sorry, I replied to your other post, and it didn't mention that it was wallpaper under it. Try to scrape off as much as you can. Then sand down the all the walls and seal it in with a long oil (heavy bodied, slow drying, not Kilz). Another product that might work would be Zinsser's GARDZ, or Scotch Paint's DrawTite, both are water-based, 2 coats of either of these are best. After sealed, smooth out the rough areas with joint compound, and reprime the repaired areas. Then paint with finish product.
