Toshiba 36HF71 Powers on to white screen only

Toshiba 36HF71 Powers on to white screen only. It used to do it only every now and then. Now it does it all the time. The TV was Manufactured in February 2002. Screen is all white except for the channel number and input source, which show up in black letters. The menus work, but show up in black as well and cannot be read.

Any suggestions welcome. I have fixed TVs before with advice from this forum. I just don't ever know where to start. I can swap components, etc.
