My kitchen sink has a small drip that I'd like to address. The problem is that the hot water shutoff valve under the sink doesnt appear to be working. The valve is kind of hard to turn but I can turn it approx a half turn in each direction but thats about it, I'm afraid that putting any more pressure on it might break it completely. I have no idea how old the valve is since I just moved into the house about 10 months ago.
Does it sound like the shutoff has just seized up or is there an easy fix without having to replace the whole valve?

I can't guarantee that it will work, but try loosening the nut that is just below the handle. Then turn the handle in and out. You may have packing that is just frozen up. A little WD-40 on the stem won't hurt either. There may just be deposits that are stopping the valve from closing. Good luck.
