the ceiling is stucco'd and white. I want to paint it a complementary color to the walls to add height. what is the best way to paint this texture?

Stucco is a cement based product and isn't normally used for interiors, odds are your texture is comprised of either drywall mud (joint compound) or plaster, done in a finish to resemble stucco. Anyway the best way to paint it IMO would be to use an airless sprayer, or even a smaller electric spray like a wagner power-shot. After you shoot it use a long napped roller to backroll and you should come out with good results. Make sure the surface is clean and free of dust & cobwebs before you start.
