Iced Sewer Vent

I live in far North Dakota in a two story house where maintence help is hard to come by.
The problem I am having is my sewer vent freezing over. Right now it is 25 below and I can't get up there to clean it out.
How can I get the ice to melt off? Thank you :confused:

Can you get into the attic by the vent at all. If so you could put some heater wire or tape around the pipe . This should get and keep it off.
