Since the exhaust needs to go outside is there a distance that is too far for a fan to push open a damper? Is there any rule or recommendations or when to far is to far?

You'll have to check with the install sheet with the fan itself.. It will varies from fan to fan since it depends on how many CFM it moves.. ect..

I just took a peek over to www.broan.com and looked at a few model's and nothing is said about the limit.. You may want to give them a call at 1-800-637-1453

Are you wanting to vent it out a soffit or are you going to vent it out in the attic. Either way is fine but if you are putting a 3 in. bathfan in then I would get a 4 in. to 3 in. warm air reducers and increase it to 4 in and run vinyl. It will work better with the increased size. If you are vent it into the attic than you need to hang the 4 in. vinyl straight in the air above the bath fan in the attic and make a u shape in the vinyl and hang it in the rafters. So when it condensates the moisture will stay in the trap instead of running down in the exhaust fan. It might freeze in the winter but it will not build up enough to stop the fan. It will evaporate in the summer. Remember to insulate the 4 in vinyl if you are going out a soffit. It will condensate and leak water on your drywall. Hope this helps.

I didn't see where you lived however I think either going out the soffit or the roof is the best bet. Exhausting moist air into the attic makes it a breeding ground for mold and mildew. Good luck.
