When I flush the toilet in the master bathroom, the toilet in the hall bathroom partially drains. The toilets are phsically only a few feet from one another and it does not happen in reverse. Is there anything I can do to prevent this?

tpjs1, Welcome to the DIY Forums.
It appears that the toilet that gets drained either does not have a vent or it is plugged. If I had to guess, I would think that the toilet that does not drain when other is flushed, is the one located right on the main drain and vent pipe. The toilet that does get drained has its drain running just under the other ones outlet (or into it) so when the other one gets flushed it pulls a vacuum on the toilet and drains it. This is not a good situation as it will allow sewer gases into the house. You need to get the venting problem checked. Good luck.
