When trying to apply water based emulsion to interior walls. All wallpaper has been stripped and walls rubbed down. However when the emulsion was applied it began to blister and peel off as I applied the roller. Does this mean that I may have the old Distemper in the walls? If so what is the solution?

It could be distemper, lime plaster, or a combination of other things. The first thing to try is a test patch of a pigmented shellac (primer/sealer). If it bubbles, (burning due to high Ph) then switch to an Alkyd primer sealer suited for masonry. High Ph can be eliminated by using Ph strips available at paint stores.
