Just installed a carpet in basement with padding.... One of the mid-range stainmaster types.... Now when I walk across room and touch anything metal we get zapped.... Is there anything I can do? It's an annoyance... What is causing this- just the carpet itself?

There are anti-static sprays available to spray on carpet. Also, check your humidity level with a hygrometer (sold where they sell thermometers). Static electricity in carpet tends not to be a major problem unless humidity drops below 40%. To increase humidity, a humidifier can be used.
