Testing zone damper.....

Was wondering if anyone knew of a procedure to test a zone damper motor. My home has a 2 zone setup, all Mastertrol parts (MasterTrol MARK V control panel, and 2 opposed blade dampers). One of the zone dampers is working, but the other doesnt seem to be responding if I change its "normally off" position from open to closed. I have 24V at the motor box, but I dont know if its the motor itself, or the motor box panel (apparently they are both independently replaceable parts).
