We bought a house with a Westec Security system. Is there any way to get a service manual for this system? The old owners took all with them.

You will have to open the control box and see what the actual hardware is. It's probably an ademco model, but there is a bit of variation. It depends on the age of the installation.

Actually Westec panels were made by westinghouse. they used special switches
and other special items, at least the 3000,4000,5000 panels did. they were large blue boxes with little doors that had on/off switches in them. they used special receivers to monitor them.

Sorry to disagree. I just recently reset a system for a local business that has the westec logo, but the hardware was an Ademco Vista-10se.

They also relabeled a few C&K systems back when C&K was still around. And, I believe most of the Westinghouse systems were actually ITI products.
But, back to the original post - without a model number we can't be of much help.
