Cutting along the bottom of a wooden bath panel?

I've just had a new bathroom floor laid and I now need to cut about 8mm off along the bottom of a 18mm thick wooden bath panel. Can anyone advise the best way to do this?

Is the panel attached or detached? If it's detached, why not just run it through the table saw or set up your circular saw with a fine tooth blade.
