While looking at a home for a cousin that was for sale, the agent was showing us the GE Profile electrica stove. While messing with the control knobs, I noticed that the burner elements were not functioning properly at the time of inspection? On a high setting they appear to function properly. But on a lower, medium setting, the burners would fading every 5 seconds or so, in and out?

Is this proper for this stove?

Yes, that's how they work. Just about all electric ranges [not just GE] use an infinite control to operate the cooktop burners. On High, the burner is on all the time. On all other settings, the infinite control switch cycles the burner on/off which is how it controls the heat level.
