Good try but listen carefully: A natural gas water heater can NEVER UNDER ANY CIRCUMSTANCES be converted to LP. PERIOD.
An LP heater can be converted to natural; but the conversion kit can only be purchased from the manufacturer by a factory certified installer. Prior to sale of the conversion kit, the manufacturer will require a signed liability waver from the homeowner. The cost to do all this will probably far exceed the cost to just buy a new ng unit.
