Help re-surfacing concrete patio floor

I have an exterior concrete patio floor about 12x12. It is on the 4th floor of my townhome. It is covered with a textured exterior flooring that is bubbling up and peeling off exposing the concrete slab beneath. I would like to just patch the area (about 3x3'). Can you recommend a patch that I can then paint to match?

AND, if I should need to re-surface the concrete floor. PLease recommend a product. I am in Los Angeles.
