I have been told that the code specifies that if you finish your basement, you will need proper egress ( in most cases an egress window or door direct to outside). But I've also been told the code specifies this only if you add a bedroom in the finished basement.
Can anyone give a clear answer on this? I live in NJ if it helps..

The best bet for this .Is to call code there where you are and ask them.

Ed is correct. I typed in "Basement egress/New Jersey code" in the search bar but it contains too many counties and I don't know where you are located. Good luck with your project.
As a general rule when you go to "finish off" your basement most if not all cities require 2 means of exit from the basement with the stairway being one. So most will require you to install another exit weather it be another doorway exiting to the outside or just an egress window that will fulfill the exit requirements.
Again, that is in a nutshell and as always you should check with your local building inspection office to get the rules that pertain to you.
