I have a electric hot water heater that stopped working. So, I replaced the elements and the thermostats. Just the way the directions said. Still no hot water, so I checked the voltage on the elements and the thermostats, it was peaking and dropping. So, then I changed out the Breaker. I STILL HAVE NO HOT WATER!!!!! SOMEONE PLEASE HELP!!!! I LIVE IN FLORIDA AND AM FREEZING!!!!

You need to give more facts so we can help. Is this heater supplying the baseboard heaters or your hot faucets ? What make and model is it? Are you SURE you got the thermostats back in the right order? How exactly is the voltage "peaking and dropping"? Are you sure you're getting 240 not just 120 ? Is there cold water coming in or not ? etc, etc, etc.
