I'm finishing a basement and will closing in some PVC drain
pipes that are fairly loud. I have quite a bit I'd like to
wrap, so am looking for a sound insulator for these pipes
that's not very expensive.
I had come up with the idea to wrap them in carpet padding?
Would this work well, or any other ideas?

I am not an expert on insulating but my one worry about what I wrapped the lines in would be the chance of condensation. You said you were enclosing them so if condensation occured you would not know it until it started smelling due to using a material that could absorb the moisture and molded. Armaflex is usually used on water pipes for insulation and it is rubber.
