I'm assembling bar stools and the screws in the legs keep slipping and I can't tighten them.
Any suggestions what I can do to get the screws to totally tighten?

Take some toothpicks and insert them into the holes where the screws go. Put them in one at a time, and break them off flush with the surrounding surface. Put them in until you can't get another one in. Then insert the screws and tighten 'em up.
The pine of the toothpicks is soft enough to let you re-thread the hole, and will pack the hole tightly enough to hold the screw.
To REALLY be sure, follow the procedure above but drag the toothpicks through a wood glue (Elmer's carpenters glue) before inserting - then let it set up over night - THEN put the screws in.
