Have a 1990 volvo penta with dual controls each controld throttle and shifting. is there a way to lubricate these cables so that shifting is easier, or must i just replace them.

Technically, the cables should be replaced, especially if they are the originals. Over time the inner core and shield begin to break down, wear, and stretch of course. Last thing you need is a cable to snap when it's in forward at the dock. Lubricating them will be a real pain and most likely it won't get to where it's needed the most. Plus alot of manufacturers warn against any cable lubrication.
Try taking the control bodies completely apart and clean them thoroughly, then use a corrosion control grease (marine wheel bearing or coupler grease) on anything that moves and use loktite on any screws or bolts.
If the shifting is still tight after doing the controls units, then get new cables and make sure they're adjusted properly when you put them in.
