I have some fairly new shelves with light oak colored veneer. I would like them to be dark walnut. Are my only options replacing the veneer vs. new shelves or can I stain veneer?

You have a number of options. If the shelves are unfinished, you can stain with regular oil base stain.
If they're finished, you can use a glaze (an extra heavy bodied stain) to apply over the finish, then apply another coat of finish.
Replacing teh veneer will not give you teh color you want - you'll still have to stain.
Be aware that the grain of the veneer now in place will not change - you may get the dark walnut color you want, but don't expect it to look like walnut.
