I would like to use a gel stain such as Wood Kote on an unfinished pine table top.
Can I successfully use a water-based polyurethane on top of it, or do I have to use a solvent-based polyurethane?

If there are any restrictions as to teh type of clear finish to be used over Wood Kote, they should be listed on the can of stain. If the stain has dried completely I can see no reason not to use the finish of your choice unless it's not suggested by the stain mfg.
