I have a table in good condition. It is veneer and has a heavy coat of clear finish

on it. (to make it very shiny) I want to refinish this, probably paint it. How do I begin? Do I rough up the clear coat to apply the primer or do I need to remove the clear coat?

You can sand the present finish to 'rough it up', then apply 2 coats of a high adhesion sealer such as BIN. Sand lightly after each coat to remove any roughness, brushmarks, etc. Then paint with your choice of finish.

Stripping is not necessary.
