Hi. I'd like to repaint the walls in my basement, but don't know what process to take. The walls are brick, and were painted before I moved in 14 years ago. Some of the paint is flaking off of the wall. Do I need to remove all of the old paint before repainting? Is there a paint and sealant that can be used? The basement is not finished, and I don't plan to finish it, but I'd like to give it a fresh coat. It looks so dingy now!

You can take a stiff wire brush and knock off the loose and peeling paint. A good foundation will yield a good job. Check, where you buy your paint for a good masonary paint and probably primer since you don't know what was originally used. Good luck with your project.
