If a dishwasher takes only 8 Amps, does it really need a dedicated circuit from the circuit breaker box to the dishwasher? Or can some lights be put on it too?

That depends on a number of factors, -wire size, distance to panel, type and age of breaker, etc. Personally, I don't think it's a good idea to have any of your main lights on the same cct. as an outlet or any machine. If it's an occasional use light, it probably doesn't matter as long as you don't use it while the DW is on. :)
