I have an Eljer 1.6G low flush toilet that doesn't have enough flush to empty the bowel. Aftermarket kits on the shelves don't easily accomodate my sloped flush valve seat and ball****/float ball assembly (which eats up any available room under the lid for a specialty flush valve). To get a sufficient flush, I hold the handle down till its empty but sometimes the stopper doesn't fall back down all the way and the toilet runs. It seems like the aftermarket kits would work with deeper tanks, but not my tank. I cant make tank fill higher because it has cast holes above waterline, any ideas?

You didn't say how old it was or if you are on a well or city water. It could be that the flush holes in the underside of the rim are plugged. You can inspect them with a mirror to see if they have mineral deposits on them. If so, you can turn off the water supply and lift the flapper and pour some vinegar down the drain hole. Let it sit a while and then take a coat hanger to clean them out. Good luck.

Does your flapper have a float that sits right above it? If so, remove the plastic spacer on the bottom of the float and move the float all the way down to the flapper, put the spacer on top of the float to hold it in place. This will allow the flapper to stay open longer. Sometimes it works, sometimes it don't.
