I'd go for T-8 fluorescents with electronic ballasts, either 4 foot or 8 foot. Electronic ballasts will start down to 0 degrees F (some lower), where standard magnetic ballasts start getting flakey at 50 degrees or so.

One watt per square foot of area is a good starting point - it's the figure we usually use for offices. If your garage is 400 square feet and you are using 4 foot (32 watt) lamps, you might consider six 4' 2 lamp fixtures, or three 8' 2 lamp fixtures.

If the garage has dark walls and an open rafter area, you will want to add a few (2?) more. If it's all white with an 8 foot ceiling and a light colored floor, you might be able to get by with fewer.

Some would call this overkill for a garage, but the older I get, the more light I seem to need.... :o
