I want to fix my basement up by replacing the wall paneling and ceiling tiles with sheetrock. This would also mean redoing the electrical and lighting. The joists are 7' above the floor and I've heard that local codes require 7' 6" minimum.
Does this mean I won't be able to do anything with having the floor dug deeper?

pixal, Welcome to the DIY Forums.
Best way to find out what local codes are is to call the code office. The height rule may apply to living areas (such as if you wanted to put a bedroom down there).
Personal Opinion: I am not a big fan of putting a solid surface ceiling in a room that requires "hiding" electrical and plumbing. Noticed that people here in the forums are going to panels that can be removed without damage to supply access to these utilities. Good luck with your project.
