Aqua therm yheating system

I have a heating system in a townhouse that uses the hot water heater as a bouiler .Ever see this ? Aquatherm?The hot water goes cold w/ the heater goes on?And the cold water is cold,then gets hot then cold again.I haven,t seen it yet but I,m going to look at it this week. Any Ideals My brither says that their is a big loop of tubing that a valve may be in between the hot water tank and the furnace?
