if a washing machine is wired with 14 guage cable and is rated just under 10 amps then it should be on its own breaker right ? 15 amp one, or ?

Yes, should be it's own 15 A breaker with nothing else on that cct.

ok thats taken care of then, went and got a 15 amp breaker and some 12-2 NM cable for the washing machine circuit installation
