I shut off electricity, opened a hot water faucet, hosed up and opened the drain valve and nothing but a drop comes out. I tried a clothes hanger to push up the drain valve and still nothing (can't even get the hanger up into it). Any suggestions?

Countrudy, Welcome to the DIY Forums.
You might try hooking the hose up and closing the hot faucet. Turn on the cold supply and see if you can push out what ever is blocking the drainvalve. If that doesn't work you could disconnect the washing machine cold hose at the washer and hook the end of the drainhose up to it and try backflushing the heater this way.Open a hot faucet before doing this. (Be sure to turn off the washer valve before you disconnect it and close the heater drain before disconnecting from the washer hose. Good luck and post back.
