Hi Tropicalorchids;
Welcome to the DIY Forums.

They sell "toilet shims" for this specific purpose.Available at local home centers. If the wax seal is not leaking you can place the shims under the sides of the toilet and push in until the toilet is level.This condition is caused by the floor surface being unlevel or the toilet flange being too high. After installing the shims you can run a bead of caulk around the base of the toilet, however leave the back open to allow for leak detection.

If the wax seal is leaking it must be replaced before installing the shims.

Good luck and post back using the reply button if you have further questions on this post. This will bring your question back to the top of the forum.

I would add that,if the toilet's wax seal is leaking or you see any evidence of leakage and the toilet is loose or rocking,then you need to make sure there is no damage or breakage to the toilet flange itself.Since leakage requires replacement of the wax seal,you won't really be creating any additional effort to check for this.In older homes with cast iron flanges there is often rust and corrosion that can eventually result in cracked or broken flanges.This will create a loose or rocking toilet.Many times a peice of the flange will break away.This can be repaired most of the time by using a curved metal plate known as a "spanner flange" which is available at most hardware or home improvement stores.The flange is inserted in place of the broken section with the ends under the remaining part of the cast iron flange.
