on my parnet old house it has a half basement, and that half that does not have a basement, is where the problem is
the cement is flakeing and peeling off in part, in small and large area, and a white material is shpw up all over the wall
how can i repair or save what left of cement

What this sounds to be is efflorescence, a powdery substance left behind when moisture transpires through concrete or mortar. The first step is to control the excess moisture from inside the wall. Efflorescence can be washed off, but washing does not eliminate the problem, only the symptoms.
The flaking concrete would be spalling. Often spalling is the result of chemical action in concrete, such as from salting a driveway. It may be the result of poor quality of mix or construction. It may be that yours is related to moisture, too.
