I have two fairly decent arm chairs however the legs are chrome which I dont like. Is there any kind of technique I can use to refinish them so they arent shiny and chrome looking.

You will need to create a rough surface by using either a wire brush or course sandpaper, then spray them with a flat finish spray paint. Another suggestion rather than spray paint would be to use liquid brass or copper, then patina for an interesting look.It all depends on the style of your chairs. Good luck!

Fly has a good idea - but use emery cloth to sand the metal - it's made especially for that job and is available at any good hardware store.
