In my house the second floor bedrooms are all on one hot water heating zone. One bedroom, which has oversized baseboad units, is lived in by the visiting mother in law in the winter. The other bedrooms are rarely used. Since the thermostat is in the hall, it is impossible to get the desired temperature in her room. Is there any reason I could not put a second thermostat in her room, wired in parallel with the hall thermostat? This way if I want the heat controlled for her room I use that thermostat and turn off the hall unit, or visa versa.

Yes you can. Make sure you get the same tstat there . Then you also need a DPDT switche a on -on. In the power wire going to the first tstat. So you can put the power to one are the other.
