We just got back our chandelier from the rewiring shop, and there is no ground wire. Is there a safety risk if I hang it with just the two wires, capping the ground wire that is in the junction box? The rewiring fellow says it is fine, but I'd like another knowledgable opinion.

Grounding is always better than no grounding. But the risk depends on how much metal there is on the fixture, and how often somebody might touch it. People don't often come into contact with ceiling lighting fixtures so it's not a huge issue.

You'll probably note that the table lamp sitting next to your easy chair doesn't even have a grounding pin on the plug. So it's not grounded either.
