I'll try a be quick and to the point.Toilet sits on concrete slab and is level. However, I can rock it from side to side. My question is since there is no leak around the base can I just tighten the nuts or should I put a new wax ring in also.Thanks in advance for your help.

You should just be able to tighten the nuts. Do this VERY carefully. Snug is the word of the day. Otherwise you will be buying a new toilet when it cracks. If the bolts are already snug you may have to shim the toilet base. They make shims for this purpose. Wiggling is not a good thing. Good luck.
