We're finally getting finished with the framing of the basement. Local code requires any gaps behind stud walls have some sort of fireblocking where there would be direct access to the floor above in case of a fire. Due to pipes, etc, one wall is about 4" away from the concrete wall. A soffit around a horizonal support beam comes down and meets this wall about 12" lower than the top of that stud wall. I can't get up inside there! I've called the building dept to find out if insulation stuffed up in there would be acceptable and while I wait for a return call was wondering if anyone else had any idea. Thanks!

Find out from code for sure. Some will ok insulation fiberglass will melt there cellulose wont. Some you can use 5/8 drywall up in there for the fire stop
