I've been having problems with my new heater. It's a gas heater for hot water baseboard. It's only two years old and when the heater is heating the water, it's pressure increases enough to lift the pressure safety valve. I have an expansion tank with a bladder and suspect that the expansion tank may be bad. It has a vent on the top and when I push the valve open water comes out. Is this an indication that the tanks needs to be drained and pressured again or does it indicate the tank is bad and should be replaced with a new one? It's only two years old? Could it have gone bad already?

Your expansion tank could be bad even though it is fairly new. As long as the valve you pushed was attached to the tank and not an air vent on top of an air scoop that the tank was attached to, your tank is bad. It can be mounted in any position so top and bottom is relative to how it is mounted. Your symptom points to a bad tank though. It should still be in warranty.
