Hi!!
I want to install a toilet in my basement. The basement has a hole in the floor that is in the shape of a toilet but it is filled with concrete at the moment. We are unsure of why this is but it was like that when we moved in.
I was wondering how I could tell if this outlet is free- flowing or whether it was blocked off for a reason. Does anyone know who I should contact or whether there is a way of checking myself?

What do you mean "shaped like a toilet"? Are there marks on the floor indicating a toilet was there at one time? You will probably end up calling a plumber or contractor of some sort as the concrete will have to be removed.Then you will be able to learn the reason for plugging it up.

Tap on the hole to see if it sounds solid or hollow. If its hollow it may just be capped and you might be able to remove it yourself. Also is there a water line up by the wall for a supply line?

This line may have been plugged as the previous owners did not use it and were worried about sewer gases coming into the house.The line may have broke and they did not feel it was worth fixing.
