We live in a 40 year old home with a oil hot water heater and baseboard heat. A couple of weeks ago I changed a washer in a shower handle. I shut off the water where the water line comes into the house - before the meter. That valve did not work so I used a second valve just after the meter.

Since that time we have had two problems. 1) Our water pressure has been less. And 2) When you shift from cold to hot on any faucet or shower in the house, the water pressure drops drastically.

Any ideas on what could be causing the two problems? How could they be resolved?

You probably dislodged debris when shutting off the valves (if it's not a faulty valve), and it's clogging the faucets, showerhead, and sink spout aerators.
Turn off the water and take them apart one by one to flush them out by turning the water back on briefly. Clean the aerators and showerhead.
