My halogen lamp just stopped working. I have replaced the dimmer switch (thought the old one was defective), the bulb is okay (checked in another lamp), and verified that all wire connections were okay. Used a continuity tester and found continuity from each plug prong to to each bulb terminal ... but no light.

This usually means that the socket(s) are burned up or the spring tension on the lampholder is too weak. You can read continuity but the connection is not good enough to make the lamp light up.
Halogens are famous for this.
You can try cleaning up the sockets with a bit of sandcloth, but you'll probably have to replace them.
