low voltage lighting power pack

I would like to install low voltage lighting outside my house. I was planning on mounting the power pack in my basement and running the low voltage cable outdoors. On the power pack and the directions it states "Power pack should only be mounted outdoors."
My quesion is, can I safely mount the power pack in my basement? If not, why not?
