High Ceiling light fixtures

I have to install two light fixtures at 18 ft, and thereafter be able to change bulbs. The obvious solution is a long ladder with the ability to vary the legs as one of the lights is above a staircase, but a friend mentioned an electrical pulley system......still has to be installed, but once done never have to climb up there again - any comments ?

We have apole at work that will change screw in bulbs. Not sure if it reaches 18' though.
