I am hoping to reupholster my childhood rocking chair. I was considering using quilt batting instead of foam for the seat. Are there any tricks I need to be aware of before stapling the fabric? The old staples were oxidized and rusted; there was a cardboard strip between the fabric and staples. Is this necessary?

To answer your specific questions:
1. Quilt batt will not work alone. You might as well be sitting on the wood itself. Use new foam (it's cheap at any fabric, upholstery shop), put batting over foam to keep fabric from rubbing against foam and disintegrating it, then final upholstery fabric.
2. The cardboard strip is required to allow you to stretch the fabric without its tearing at the staples and also for a smooth, even, finished look. If you don't use it you will be able to see where every staple is in a short period of time and the fabric will look scalloped at the edge.
